Obviously, because Pillayan has decided to contest the general elections on his own without the UPFA. Providing security is the exclusive domain of the government and provided at the whims and fancies of those in charge. The theory "either you are with us or with them" applies in all these cases. Also looks like Karuna did not have any compassion towards his erstwhile ex-colleague.
