Police personnel will not be allowed to carry out raids at prisons without the prior approval of the Prison Reforms and Rehabilitation Ministry even if they have a search warrant from the Court, Minister D.E.W. Gunasekara told Daily Mirror.

The Minister added that all prison officers would be body-checked when they reported for duty and barred from carry or using cell phones inside the prison. Meanwhile some 4,000 prisoners convicted of drug offences would also be transferred to prisons in Weerawila, Taldena and Pallebedda.

The the riots could have been avoided if there was better coordination between the police and prison authorities.“Unfortunately, it did not happen and prison authorities were informed about the court warrant after the police arrived at the Welikada prison,” the Minister said.

Will that guarantee future attacks on police personnel?

That should give the prisoners & jailers ample time to hide the drugs

So now the Minister is bigger than the Court of Law!

what a shame I think the DEW has gone into our ministers head and it has got rusty........"raid" has an element of surprise...by the time they get approval the inmates will be given a full pardon and sent home also.......

    pbj Tuesday, 16 November 2010 07:56 AM

More strength to the inmates of Walikada , who thought the police that they are, even in bare hand, not innocent as varsity students.

Ruwan Ferdinandez Tuesday, 16 November 2010 06:24 AM

Agree. Open Univ should not restrict the number.

Kingsley Wijesinhe Tuesday, 16 November 2010 06:23 AM

I think the Minister can be held in contempt of court for making such a stupid statement. Once the police have a search warrant, they don't need permission from anyone else.

Can a Minister (Politician) overrule the court order after it is granted?

    Dushantha Tuesday, 16 November 2010 03:25 AM

It is not a new thing. If you see the recent past, there were many many occassions that court orders were not carried out.

Carlyle de Silva Tuesday, 16 November 2010 02:42 AM

I hope the Minister is not serious when he declares that despite a Search warrant issued according to law & procedure that the enforcement will be blocked at the Prison Gates. Where then is the independence of the Judiciary. Carlyle

    Ruwan Tuesday, 16 November 2010 02:23 AM

What rubbish is this man saying! This is outrages and is totally unacceptable. If there is a search warrant even the president should not interfere in the search operation. The police need not inform any one before the search is carried out.

    Saradial Tuesday, 16 November 2010 01:43 AM

Yes its true, even in Open University they restrict the number, but not other programs. Open University should allow all who want to do LLB
