Confusing writeup. Does the article mean to say that Since the CID have the ability to arrest Dumi if they want, Magistrate and court will wait until he is ready to appear in court someday, or does it mean if the CID had said they were unable to arrest Dumi, the Majistrate would then consider to issue warrents to arrest the un-arrestable Dumi?
