I don't think a man should be fined for entering women's bathroom. But definitely, it's wrong for a man to peep - while a woman using the bathroom.

surely the cleaner will spend all his savings paying this fine. its a sad way to lose money earned by working hard in a desert country, but hope he learnt his lesson, in which case the experience would be a costly but good life lesson

He was lucky he had to pay only a fine and the courts did not call for cutting of any body parts. He had no business in a women's bathroom.

Do not trust or believe just what Filipina and Arab woman said. There are other possibilities.
The man may have gone in to the room with no intention. Many people work in these Arab countries suffer from mental stress and do unusual things and walk thinking of their loved ones.
After all he was doing the cleaning of the place. Where were the female cleaners supposed to work with him?
