Over 2,200 university academics accounting for 60 percent of the entire staff do not have PhD qualifications, Higher Education Minister S.B. Dissanayake said.

Addressing a function at the Sri Lankan Institute of Post Graduate Studies, Mr. Dissanayake said that the problem was all the more acute at the universities in the Northern and Eastern Provinces and the ones established in recent years.

He said that there was a dearth of university academics with post-graduate qualifications in disciplines such as Management and Information Technology.

Also, he said that the academics in disciplines such as Arts, Humanities and Management had limited access for financial resources to pursue their postgraduate degrees in foreign universities.

“Therefore, it is advisable to provide PhDs to such academics at Sri Lankan universities only with a research tenure of one year for them at overseas universities. It is cost effective, and cater to a large number of academics,” he said.

The Minister said that he would implement this policy next year, and sought the support from the senior members of the university staff to make it a success. (Kelum Bandara)

    TomSamusa Tuesday, 21 December 2010 10:29 PM

It's my impression that you country has plenty of PhDs(Push here Dummies) in the cabinet.

    wijendra Tuesday, 21 December 2010 10:43 PM

But universities don't advertise seeking PhDs. I know several of my friends with PhD in chemistry from US but without any proper job.

    Dr.Rajeev Patnaik Wednesday, 22 December 2010 12:17 AM

A PhD from top university requires minimum of three years and the candidate should have at least a higher second division MSc /MA (Hons ) degree. One year can be reduced from three years, provided the candidate extend her or his research after completing a M.Phil degree on the same problem.

One year PhD award stands no where and I wonder that no good university will compromise its standard by granting a just a paper degree .Further at least two foreign languages fluency is a mandatory requirement before one acquires the PhD degree.

I believe, this time, SBD is in the right track. One reason (also there are other numerous factors) for our Universities to go down in their rankings because of few PhD lecturers. Most of the top performers leave Sri Lanka and never come back, and universities are now run by average performers. When I was at Peradeniya in early 70's we had very high ratio of PhDs to students.

Successive governments are responsible for the downward trend and it is the right time to review and revive the future of universities.

You don't have to make comments for the sake of making them. Mervyn already has one.

Ruwan Ferdinandez Wednesday, 22 December 2010 08:19 AM

No he doesn't, but he is not an academic only a minister.

    Pawlpakse Wednesday, 22 December 2010 09:17 AM

Could someone tell as to any thing Sri Lanka has given to the world in terms of technology.

Upali Samarajeewa Wednesday, 22 December 2010 01:11 PM

Without throwing mud at each other and criticizing the people and the system, let us assist the Minister. Hon Minister please examine the book published by UGC on research in Sri Lanka done the decade 1990-2000. Plenty of its copies are in UGC store, if you have not come across it yet. It has lot of data and suggestions.

    henry Wednesday, 22 December 2010 01:27 PM

For once, an education minister who cares. The academic standards of our universities are non-existent. No recent research publications available. Our university system taken over by student unions. So where can our universities have any academic excellence? Student unions are responsible for our university standards debacle. Good job SB for trying.
    henry

    callistus Wednesday, 22 December 2010 02:02 PM

Excuse me. He never said a PhD can be obtained in one year. That shows your level of knowledge in university education.

    Ayomi D. Wednesday, 22 December 2010 02:23 PM

the reason is , the lecturers having doctorates move on to higher paying jobs.

    Rajitha Tuesday, 21 December 2010 05:06 PM

an affordable PhD? sir please don't degrade the academic sector. there's no problem with the number of sri lankans with phds. it's just that majority of those who go abroad for post graduate studies do not return. please make sure university academics are adequately paid and then they will come back.

    thushi Tuesday, 21 December 2010 03:01 PM

why what about Dr Mervin Silva?

Abdul Razeen Tuesday, 21 December 2010 03:02 PM

This is not surprising. Why would someone with a PhD want to work for a meager pay, teaching a bunch of thugs who are not interested in learning and would attack you at the first chance they get?

    DHA Tuesday, 21 December 2010 03:17 PM

Don't tell me Mervin Silva is going to be awarded a PhD next ?

    HIDEOUT Tuesday, 21 December 2010 03:23 PM

    Have you got one?

    Commonsense Tuesday, 21 December 2010 03:30 PM

Concerning recognized PhD should be three years with research component. So it’s cost effective when this opportunity can be provided for the young lecturers in Universities. They are the future work force in our higher education system.

    Cobra Tuesday, 21 December 2010 03:49 PM

I wonder if SB has a PHD!

oyage podi guru Tuesday, 21 December 2010 04:05 PM

What are the minister's academic qualifications vis-a-vis degrees?
Does the minister think that a Ph.D. can be earned in one academic year?

    MK Tuesday, 21 December 2010 04:17 PM

Why don't u ask Dr.Mervyn to join the academic staff?

    choppe Tuesday, 21 December 2010 04:21 PM

Next move would be a private uni for 'affordable' Ph.Ds

    Ishan Tuesday, 21 December 2010 04:30 PM

dont insult entire university system because of few idiots.....

    S.Sriranjan Tuesday, 21 December 2010 04:50 PM

All the Phds are soldout is the main reason for the Lack of Phds in Universities.

    Ratnasiri Tuesday, 21 December 2010 05:14 PM

Wel done SB. ur making a Valid point here...

    MagodisThuma Tuesday, 21 December 2010 02:58 PM

Why not....We are manufacturing them at Kelaniya !

    Narayan Tuesday, 21 December 2010 05:30 PM

It is a good concern. Why should not the government think about hiring Ph.D holders from foreign countries with various background. We need to be leaders in technology and education to cope with the current trend of the globe. Increase the pay and attract foreign talents.

    Navin Tuesday, 21 December 2010 05:47 PM

Sri Lanka should start Ph.D. programs not because we need people with Ph.D. to teach undergraduates but because we need to do research to solve problems important to our country. Ph.D. programs in other countries are geared towards resolving issues relevant to those countries. This is a good start. The quality of a Ph.D. is judged by whether or not research is accepted by broader community and its utility. Not where it was done or how long it took.

    Go-Rilla Tuesday, 21 December 2010 05:59 PM

Thats the problem. The so called majority have not been able to control the few you are talking about for all these years. This has resulted in many problems such as difficulty in finding a job for a local university gratuate viz a viz an equalant qualification.

Kithul Ramba Tuesday, 21 December 2010 07:08 PM

Too many PhD people in the Parliament.

    shifaz Tuesday, 21 December 2010 07:13 PM

Or thank god all PHD holders are in Parliment, other wise university also become another LKG.

    sena Tuesday, 21 December 2010 07:25 PM

Is not it the way we rule our country

    mohamed Tuesday, 21 December 2010 07:28 PM

does S.B has Phd? how many of our ministers have basic O/L qualicafation?

    Unarmed_Gunman Tuesday, 21 December 2010 07:43 PM

Yes...there is a big shortage of Ph.Ds that's why we are going to give "Dr" to Namal in addition to Mervyn.

    Apsara Tuesday, 21 December 2010 08:28 PM

SB can utilize Dr. Mervin as well to his teachibg panel.

    Apsara

    chandana A Tuesday, 21 December 2010 08:55 PM

More phd's on the way. There are lots of DR.Mervin's students on the way to Phd's.
