There should be a little change in your view.General Tamils were not involved in this crisis.It was done by the LTTE.So avoid calling the therm Tamils which implies to decent Tamils also.

Its a good move. The allotted money for the development of the market and the College is useful to a certain extent but would require more in the future. How about the money that was taken away from them and also from their homes i.e.fixed and movable assets forcibly by the LTTE and also the ransacking by the inhabitants Have they been accounted for.
I am sure its difficult to put a figure but those millions would be worth billions now. You need a draw master plan and redevelop the area with proper infrastructure rather than hearsay.
I trust this government will do more than any other to resettle and also provide the means by which the Jaffna Muslims can contribute to the nation and their livelihoods.
