It is a "mistake" because it was exposed by the Opposition: Otherwise, it will go down as just another shady deal under the carpet and the perpetrators would have become richer by a few billions. It is doubtful if the deal can be reversed and it is more doubtful if the culprits would ever be punished for their crime.
