Typical mentality of our people.. If it is work you always come late.. if it is a party or a politician comes into to the work place then we come hours early.

Late? It is not a Buddhist, Hindu, Muslim, Christian or atheist issue. It is cultural, and this endemic lateness affects the entire society. I would agree, however, that the supervisors might anticipate the tardiness and TRY to avert it. But, you don't change 2,500 years of lassitude in a day.
