The Lessons Learnt and Reconciliation Commission (LLRC) report is likely to be referred to by the United Nations Human Rights Chief Navi Pillay as Sri Lanka is scheduled to be a subject of discussion at the UNHRC sessions today.
Ms. Pillay said though the LLRC report fell short of a comprehensive accountability process as recommended by the UN Secretary General’s experts’ panel, yet it contained some positive recommendations.
The United Nations Human Rights Council (UNHRC) yesterday wrapped up the High Level Segment of its 19th session where several countries made their policy statements. South Africa, Thailand, Botswana and Indonesia were among the countries that made positive remarks about the Sri Lankan situation. However, the European Union (EU) stressed the need for accountability in the reconciliation process in Sri Lanka.
The normal programme of the 19th UNHRC session will start today, and Sri Lanka’s issue was to be taken up for discussion under Item 2 of the agenda. The LLRC report will also be discussed by the member countries today.
“While the report falls short of the comprehensive accountability process recommended by the Secretary-General’s Panel of Experts, it does make important recommendations. I encourage the Government to engage with the Special Procedures and with my Office on the follow up to the report,” she says in her speech adding that states have an obligation to protect their citizens from threats to their security in a manner that respects human rights.
“My Office has assisted States develop and implement security policies, including counter-terrorism measures in accordance with international human rights law. We have seen the lifting of long-standing emergency measures in Sri Lanka, Malaysia and Fiji, although some provisions restricting fundamental rights remained or have been reintroduced,” she says in her speech. Sri Lanka's known position is that , that they are trying to dragg or buying time anticipating a change of situation where they could easily get ride of thier responsibility..
To achieve this, the government of Sri Lanka has put and employed all possible resources in action?
If they are not in fault why the government of Sri lanka is so hesitant to be transparent?

Countries are termed rogue states because of the UN. 60% of all office bearers in the UN are American. If a country goes against them, that country is a rogue state. Iran's per capita is more than twice that of Sri Lanka...and more than four times that of India...how is it portrayed to you?

Our own LLRC's interim recommendations of Sept 2010 are not yet implemented (release the list of detainees, disarm all illegal armed groups operating in NE etc). Now it's 1 1/2 years!!!! Secondly, LTTE or any similar unlawful groups should be handled by the governments (as we did). But, the elected government & it's armed forces are accountable for all innocent civilians/ citizens/ tax payers. GL is becoming a laughing stock now

LTTE is known as a terrorist org. obviously they are responsible for the atrocities they committed. no one is questioning that. however, who is going to be responsible for the atrocities committed by the government? that is what the UNHCR hearing is all about. if not guilty why worry....

First of all, the SL govt. has not refused to implement most of the recommendations of LLRC. What the govt. is saying is that the report was only forwarded a couple of months ago & that they need time to set up systems in order to implement.Secondly, why is it that you are only focusing on accountability issues with regards to Sri Lankan govt.? What about the 30 years of HR violations committed by the LTTE?Who is going to be held accountable for LTTE atrocities? Is it you?

Ms Pillai has secured a niche for her office to monitor Sri Lanka in order to justify UNHRC existence. She can only do this to small fries whilst the atrocities of the big fish that fund the UNHRC are ignored and condoned.

it was Sri Lankan government which assured the world that LLRC would address accountability issues related to accusations against Sri Lanka. Now it cannot blame on UNHRC when it asks to implement the recommendations of LLRC which was nominated by the government.

Ms Pillai has to acknowledge that there is on going interference on the part of some Western nations in the affairs of developing nations for their political advantage. All done under the pretext of HR considerations. She has to take steps to stop this behaviour and the resulting carnage when the West send their troops.
