The number of vehicles on the street is ceratinly a cause for traffic jams. But lets prioritize - correct the manner of driving first (Lane discipline, No U Turns, No 90 degree angles, Busses stay on extreme left, trishaws no creeping in-between drive on lanes, Motor cycles drive in lane like cars - no criss crossing creeping left/right around etc. ) everybody keep to your lanes!!

Colombo needs a good public transport service, both buses, current rail service and a cost effective Metro - elevated rail. This must be a good JV not to be given to friends, relations and those who oil the palm. Once in place impose a tax. The rich and bigwigs will jolly well use public transport. Take a cue from Bangkok, Dubai,London, Geneva, Bern and many Indian cities.

I also received an application and but no method is mentioned how to collect by them after filling the application.

They should have introduced a method to collect that form.

One way would be to reduce VIP escort vehicles. But the most practical solution would be to improve public transport. People have to use their cars for lack of a proper alternate.
