The "Mahanayaka" title was created by Britsh in order to control the Bhikkus who fought against them for the national interests. Now the present holders of this particular title serving to the local agents of Britsh. So, no wonder.

As a Buddhist I welcome the Bhikku Bill because the behavior some bhikkus in public disgraces Buddhism. Acts like what happened at Homagama is a disgrace to the buddhists because it was done by somebody claiming to be a bhikku.
