Release poor fishmans, impound the boats. Until the owner appeared himself by person do not release the boat. Impose a heavy cash penalty to release the boat. If the boat engage in bottom trawling increase the penalty by four fold.,

This is a joke. They should be fined and the boats confiscated. The Indians think SL belongs to them and they can walk all over us.
