You guys took this issue completely wrong. Why? in short; what CEB and SL Gov bought was a rubbish and incompetent personnel selected the project under influence by commission- money- hungry SL decision makers. this led to bring in a low end plant. China has so many high end performing energy efficiency power plants. Nothing wrong from Chinese supplier as they sold only what those people in SL want (if you want a low end car they will supply for 6000$ or for 50,000$ (with commissions) and don't complain it breaks down). Now SL deciders don't talk about it. a good lesson learned by the company too. Again no one cares. Only our people suffer without electricity.
