NIC last digit directive with effect from May 11

The National Identity Card (NIC) numerical system, which had been introduced for the public to be adhered whilst stepping out of the house for essential purpose, would come into effect from May 11, the President's Media Division said.

It said the system would only be applicable for the areas where the curfew is in force.

    If this system is applicable only during curfew is imposed and only from 11 may. Does that mean curfew will not be lifted on 11 may.

    Very confusing. This regulation is said to be effective in areas where the curfew is in force. And the government has stated that they would lift the curfew on 11th May. Sjnwhen exactly does this regulation apply?

    I'm guessing this means that for the areas that under curfew ie Colombo etc, that curfew still remains and that the numerical system will apply. So individuals with the certain digits go out on this day and then the next day the others go out - alternating between curfew...so really the curfew is sort of lifted? They should just move officially to lockdown laws - countries like Australia and NZ have successfully beaten the virus doing this within a few weeks.
