Who is this guy and why are there so many posts given to one man?Besides isn't this a violation of election law to be appointing people from no where?

Please note that a Provincial council can have only 4 ministers and the ministries have to be devideded between them. There is no law preventing appointing a person if a minister resigns or is sacked. The work of the council has to go on.
