A total of 180 Navy personnel attached to the Welisara Navy Camp had tested positive for COVID-19 so far, Army Commander Shavendra Silva said today. He said 112 personnel were reported from the camp itself while the others were the Navy personnel who were on leave.

Looks like the communal facilities in the barracks have spread the infection to most of these. The numbers probably will go higher.

The Tri forces and the police should form cluster groups within each camp separated from each other to minimise the risk of spreading the virus among the entire camp. An idea that should be explored.

So does that mean the corantine process has not been as preached to the citizens. If not how come such an amount gets effected all at once.

Simple. Not everyone who gets Corvid 19 gets symptoms. Undetected, transmission within a camp can be rampant.
