This looks like Merging Silva who is well protected and ready to dance to the tune of who protected him, I think. That is what he does anyway.

Or you can interpret this cartoon along with today's news of Hosney Mubarak's life term. Once he was on top of the world protected from even lightening and faced to the tune of World powers only to ended up in life in prison.
