Do members of the public have the facilites and the authority to commence profilactic insecticide sprays in their neighborhoods? Are they supposed to stay indoors, not go to work and concentrate on preventing the dengue mosquitos from stinging them?
Does the local government feel that informing the public of an existing epidemic exonerates it from carrying out the responsibilties of ridding the land of the disease causing mosquito?
