Fine the driver and conductor The conductor should say that he will not issue tickets if they do not observe social distancing and the driver too should shout out that the bus will not take off If the public don't obey implement the threat.

Foolish expectation with very minimal supply of bus services and very high demand commuters demand. Otherwise Government have to Pandemic special temporary transfer officers to work their home towns or very near towns.

Its simply supply and demand. Decisions are made by those travelling in the comfort their official or private vehicles. Ordinary peasants have only those limited number of CTB buses.
