Great Police detective work. Well done. However there is no logic behind prosecuting the vehicle owner unless he/she has broken the law. Specially if he/she had no influence in the driver's behavior. This will just be a waste of resources and the innocent owner may be punished.

To be blocked at the BIA the police has to ID the culprit extremely fast. Since this fellow is a "Director of Security" at a major hospital, he likely have had the necessary tricks & contacts to slip out of the country. Regarding the US visa, well If he is a green-card or even dual citizenship holder then all he needs is the ticket.
