Prime Minister Mahinda Rajapaksa today issued an Extraordinary Gazette suspending Sri Lankans from making payments through Outward Investment Accounts for overseas investments for three months.

I suggest to the government to increase the interest on foreign currency accounts at least by one percentage point to take more money into these accounts specially from dual citizens, fixed deposit holdings by one and half percentage points from current levels of 2.2%, as well

Good move. The country needs to conserve all the FE it has, rather than allow citizens to gamble in unstable markets.
