UN choosing panel team

The UN is in the process of selecting the members to be part of a panel to advise UN Secretary-General Ban ki-moon on the implementation of the commitments the Government of Sri Lanka made in the area of human rights accountability.

According to a UN statement today a formal announcement on the composition of the panel, which the Sri Lankan government has strongly opposed, will be made once the members have been selected.

“The role of the panel is to advise the Secretary-General based on international standards and experiences on the implementation of the commitments the Government of Sri Lanka made in the area of human rights accountability during the visit of the Secretary-General (to Sri Lanka) a year ago. One of the key points here that was emphasized at the time was the importance of the accountability process to address these allegations of violations of international humanitarian law committed during the final stages of the conflict. And the President of Sri Lanka agreed to take measures to address those grievances,” the UN said.

The UN further noted that the world body and the Secretary-General himself made energetic efforts in the months before the end of the conflict to protect the lives of civilians trapped in the conflict zone and facilitate a speedy and humane end to the conflict in order to save lives.

“Unfortunately, none of the appeals and efforts were heeded, and a high number of civilians were killed — and that was clearly unacceptable. The Secretary-General strongly believes that there should be a serious and credible accountability process for human rights violations alleged to have been committed by both sides to the conflict, and the Secretary-General has been actively pursuing that based on the commitment made by President Mahinda Rajapaksa,” the UN said.     As GOSL says, others should follow Sri Lanka model to wipe out terrorism, also insist that they are ready to assist any government, it is appropriate the UN to find out Sri Lanka followed international norms to achieve this or it will be a disaster in the world.

    Whilst condemning if any civilian were deliberately targeted by SL army, I would like to know what action BAN and his NGO clan have taken against civilians killed in thousands by US lead force in Iraq and Afghanistan. Further, no one complained about human rights when LTTE massacred innocent civilians and in one instance thousands of surrendered policemen.

    For Instance the action taken by US against its soldiers was to reprimand them for killing 23 civilians knowing they were not enemy forces.

    The SG's persistence to proceed with the apppointment of a Panel of Experts is highly debatable and controversial. The issue of alleged human rights violations is one that has been already debated and rejected by the UN Human Rights Council based in Geneva which is the appropriate UN organ to deal with the subject matter. What is the rationale or the justification agasint such a backdrop for the SG to revive this matter.

    The way Mr Moond deals this issue suggests that he is agitated over the annihilation of a dreaded terrorist outfit responsible for murder and mayhem in Sri Lanka over a period of more than twenty five years. When heinous crimes were being committed by that outfit against the civilians, we did not hear Mr Moon talking about human rights violations.

    The UN, in its subsidiary role in the shadow of the US and other Western nations representing the so-called "international community" would do well to consider the double standards practiced when comparing what the Sri Lankan government has done in order to bring a much longed-for peace in that poor country, to the genocidal massacre of 1.3 million Iraqis and untold hundreds of thousands of Afghans in their contrived "war on terror" which is nothing but a blatant attempt to secure control of scarce resources while strengthening their geo-strategic influence against emerging powers such as China and India. The Sri Lankan government must attempt to highlight these points in their negotiations with the UN.

    nothing can justify sheling on hospitals and safety zone (trap zone) so that I am always for finding and punishing war criminals who committed crimes against humanity. Denying an inquiry is a denying for justice. it should be considered to be crime by international community who care about human rights around the world.

    According to UN report in 2009 alone US/Foreign forces in Afghanistan have killed 2412 civilians 14 % more than previous year. In short they have killed by far more civilians than the terrorists. What about a panel for Afghanistan, Secretary General? We know that you shiver in your boots when it comes to USA! Sri Lanka should never allow this joker into our country.

    President MR will do what is right & necessary to solve Sri Lanka's internal affairs.
    UN, Moon, NGO, INGO ..should be ignorged, untill they also try the USA , UK, EU, Nato...for Human Rights violations in Iraq & Afganistan.

    Any state action against guerilla warfare is bound to have civilian casualties regrettably . The Sri lankan Armed forces conducted many mercy missions to rid the trapped civilians from the cluthces of the LTTE teroor .

    On the reverse Isreal and the US forces in palestine and Iraq have deliberately targetted and killed surrendering enemy combatants -This is simply war crimes and more over the civilain casualties from killings by both armies according to recorded estimates runs into thousands.Unrecorded estimates are definietly high . This is crimes against humanity what is UN doing .
