The local council elections will be held in January next year under the new electoral system, according to Minister Dinesh Gunawardena who heads the Parliamentary Select Committee on Electoral Reforms.

He said the amendments to the local government electoral law would be presented in parliament in July after the debate on the mini budget.

“The government has decided to conduct the local government polls next year after the new electoral reforms are passed in parliament. The legislation has been finalized by the Legal Draftsman and scrutinized by the Attorney General,” the minister said.

He said the cabinet paper for electoral reforms would be presented within the next fortnight and added that the main features of the electoral reforms would include the election of 70 per cent of the members on the first-past-the post system and the other 30 per cent would be elected under the proportional representational system.

The elections to local council bodies whose term ends between April 16 and 17 had to be postponed due to the Presidential and Parliamentary elections.

“The 21 Municipal Councils, 42 Urban Councils and 270 Pradeshiya Sabas must be in office by mid April under the provisions of the local government law. Elections have to be held in early 2011 to do that,” an official said.

    Whatever system is adopted it would be same set of people that will get in, or make sure that they will get in and will see no difference. What we need is an independent body(may be it is an Elections Commission) to conduct the process free of any initimidation, malpractices etc to see that the real peoples' verdit is reflected and have genuine people to get elected who could do a service to the nation.

    Mr. Sanath, all these jilmart and malpractices said by opposition are just a excuse for their defeat. Not the real state. Election commissioner done lot of new things in the Presidential election too. But the result is same (even worse). No point blaming the government. It's UNPers who didn't come to cast their vote. So without blaming others try to rectify home errors.

    All these election are because of a lot of authorities created by UNP. Provincial council created by JR is utter waste of money. But what to do ? It too will come in the near future. Nobody, even from the opposition won't like to dissolve all Provincial council if requested even by MR.

    Hope the UNP will gets it act proper at least this time and field proper candidates who can fill in the necessary forms/aplications for the electiion. That there are no last minute cuts & changes like the last election involving Sangadasa's & Premadas'a etc. The leader should do the final check & seal the envelopes and send them to the local electorial bodies.

    It seems that Wara had not grasped what was meant. This is not an issue of party politics, whether it is UNP, UPFA, JVP or any other party. The need of the hour is to ensure a flawless system to allow the verdict of the people reflected. Also the voters should exercise their vote intelligently to select suitable representatives to be it more effective.
