extension of our southern railway-line from Matara to Kataragama considered as one of the prime requirements for development of the South. I realized this after studying the Seoul-Bussan highway development concept in South Korea. I had a strong negotiation with KOICA and they agreed provide a grant to carryout the Development Study and Korea Consultant International /KCI in collaboration with SLR did it in given time. the Korean Ambassador agreed with me to allocate US $ 40.MN,as initial soft loan from Economic Development Cooperation Fund /EDCF of South Korea in 1996. I still have copies of the Feasibility Study Report and Project Site Plans with three alternative lines suggested. if we did the project we would have saved much funds and time. however, the rest of the 'story' very sad! hence the delay.

USD 278 million for only 27 km railway! I really can't believe this. Sri Lanka will eventually collapse repaying the high debts to Chinese one day.
