The govt cannot afford to finance this facility by themselves? Its a shame these UNP fellows have a weakling mentality that resonates with every policy! There are many ways it can be done including insurance schemes as its done in other countries.

It's not Indians are taking over,Indians helped to end the war. On the other hand IPKF soldiers wrecked Northern province carrying out unauthorised arrest ,rape,murder, destroying properties and many more. They were sent under the pretext of peace keepers by the smart JRJ to cut down the militancy. Go to Jaffna hospital and see the photographs displayed of innocent doctors,nurses and health officials massacred by IPKF at point blank range. The PM of India should see these photos. Thus India has to help enormously to build up North. Ambulances are sweetners. Improve transport, international airports and see ports, open up KKS cement factory for employment new roads etc. Will India come forwad or not ??
