Norway failed as a ‘mediator’ simply because it failed to identify the Root Cause of the problems of Lanka. Those who prepared the Report would have confirmed it after going through the UN Panel Report, particularly the paragraph 28.
Anyway the Sri Lankan citizens missed the great opportunity because of the ignorance of Norway.
Will the UN and its member states eradicate their ignorance in future handling of the Lankan issue?

Under Chandrika's presidency, she proposed the French as mediators. LTTE rejected it point blank and demanded Norway instead. Chandrika agreed and the rest is a very sad history. Norway, obviously as expected by the LTTE were working to assist the LTTE to carve out a separate state, with absolutely nothing to justify it. Norway's Solheim even addressed LTTE's Mr Balasingham as "His Excellency Dr Balasingham". Was it a mistake or deliberately done to elivate them to the same status as SriLankan Govt officials, to give the impression the LTTE terrorists represented a separate nation.
