Altogether five people were arrested with 1,050kg of beedi leaves during a search carried out in seas South of Talaimannar on Saturday by the Navy.
The North Central Naval Command, had spotted two dinghies and recovered a stock of beedi leaves in 30 packages in the dinghies.
The suspects aged between 19 and 44 were identified as residents of Thalwuppadu in Mannar.
They, along with the stock of beedi leaves and the dinghy were handed over to the Jaffna Customs for further investigation.
