Displaced increasingly returning home from camps – UN

  

About 90,000 Sri Lankans displaced by the conflict in Sri Lanka have returned to their homes in the past three months, and the pace of returns has begun to accelerate, the United Nations refugee agency reported.

UN High Commissioner for Refugees (UNHCR) spokesperson Andrej Mahecic told journalists that in the past two weeks alone, an estimated 39,000 people have returned to their former villages – mostly in the north and east of Sri Lanka – as part of the Government’s return plan.

Another 16,500 people have been released from the camps where they have been sheltering since the conflict ended in May and are being accommodated with host families, Mr. Mahecic said. This group includes many pregnant women and elderly persons. A number of persons with disabilities have also been released to specialized care institutions.

More than 270,000 Sri Lankans were staying in closed camps after hostilities between the military and the Liberation Tigers of Tamil Eelam (LTTE) ended, and in recent months senior UN humanitarian and human rights officials have voiced concern over their safety.

About 163,000 people now remain, and Mr. Mahecic said conditions inside those camps are deteriorating.

“UNHCR and other UN agencies continue to advocate strongly with the Government of Sri Lanka to expedite the return of all remaining IDPs [internally displaced persons] to their areas of origin in safety and dignity and in line with international standards,” he told a press briefing in Geneva, where the agency is headquartered.

“We also continue to advocate for the full freedom of movement for those who are not able to immediately return to their homes or stay with friends and relatives once the ongoing phase of the return is complete.”

UNHCR, with the assistance of other UN aid agencies, has been distributing relief items such as sleeping mats, bed sheets and hurricane lamps to people returning to their former communities.

Returning families also receive a shelter grant equivalent to about $250 so they can start rebuilding their homes.

In Kilinochchi and Mullaitivu districts, the agency has held talks with Government officials to ensure that minimum standards for safe returns, such as the completion of mine clearance activities and access to services, are met.

UNHCR has provided five demining flail machines to speed up mine-clearing operations in former conflict areas, and those machines are expected to arrive tomorrow.

The mine clearance operations will be carried out by the Sri Lankan Government with the help of the UN Development Programme (UNDP) and other organizations. (UN)

It is not UN did this job. US did it. And they did it in style. Last week the whole SL government was in panic. This week they are releasing the people from the camp. Does it mean SL government was under pressure? Think about it.

The Correct Word is they have been changed to another disclosed camp... not returning to home. our homes already been distroyed... we are living in road sides last 20 years...

Although according to the UN reports the number of people currently remaining in the camps are about 160,000. But the pro-LTTE websites keep talking "about 300,000 living in barbed wire camps". I'm getting the feeling that LTTE supporters are wishing that more people people still remained so that they can capitalize on the human misery to disrepute the GOSL

I would like to find out from the representative of UNCHR what exactly he means by "international standards". The conditions that the IDPs are in Sri Lanka are better than any refugee camp in Africa and definitely better than any slum in India, Pakistan or Bangladesh.

People should understand that the war had been raging for over 25 yrs leaving only brick walls of houses. No one can restore them overnight.Think about tsunami, it took over 1 year to get back to normal, still some people are in tsunami camps. In case of nothern IDP, let them go to their places first, upon removing mines and hidden weopens. Then they can start thier lives from scratch. Remember even in USA, cathrina victims are still in the camps!

Yasa Jaya, yes it is a very good question! May be the US standard....Katrina hit blacks in New Orleans during Bush's time still languishing in make-shift tents, may be this is the 'international standard' or they are refering to 4.2 million Iraqi refugees still living in Syria and Jordan, driven out by US and UK illegal invasion of Iraq.

Does UN only represents only Tamils in Sri Lanka ? I strongly feels yes & others would probably agree too. I have been to Puttalam & other areas of the country, and I have not witnessed any UN official coordinating to resettle of Muslims & Sinhalese who were chased away by LTTE in early 1980's. If UN is so worried about the detention of Tamils in Vavuniya camps, what little action or little progress they have made in respect of the Muslim & Sinhala communities in Puttalam District & other areas of Sri Lanka.

The general stand adopted by some countries and NGOs in the west has been that refugees shoud be released immediately from transit camps. They have shown an obvious unwillingness or inability to comprehend the difficulties that are associated with the mammoth task of resettling people. In this context, it is good to see that this UNCHR report, apart from giving facts and figures relating to the substantial numbers of refugees already resettled, also makes reference to the subject of demining operations which is one of the many impediments that greatly impact on the task of resettlement. It is encouraging to read that UNCHR themselves are becoming a partner in carrying out demining work at an accelerated pace by providing five machines that are about to arrive in the counry.

Tsunami is a natural disaster. No one expected it. The displacement of Tamils is a deliberate act by State Terror and it is wanton destruction. The govt should re-build what they destroyed!!! They are getting money from donors and the it is filling the pockets of the previledged few!!!!!
