Kouchner sending his Human Rights Ambassador to Lanka

  

French Foreign Minister Bernard Kouchner says he is sending his Human Rights Ambassador François Zimeray to Sri Lanka in order to gather from the authorities, the NGOs and the population information, evidence and proposals that will allow France to help Sri Lanka speed up the voluntary return of refugees and strengthen the rule of law.

The Foreign Minister, in a statement, said that six months after fighting ended in the oldest conflict in Asia, the population of Sri Lanka is suffering the consequences of this dreadful war on a daily basis.

“As the monsoon season approaches, we welcome the Sri Lankan authorities’ decision to speed up the return of displaced persons to their homes or to host families. Nevertheless, tens of thousands of people are still being held prisoner in camps and kept under the control of armed forces. Health conditions in these camps are worrying. Access to the camps by humanitarian personnel is still difficult. That is why I asked Human Rights Ambassador François Zimeray to go to Sri Lanka from November 5 to 7 in order to gather from the authorities, the NGOs and the population information, evidence and proposals that will allow us to help Sri Lanka speed up the voluntary return of the refugees and, more generally, to strengthen the rule of law,” Kouchner said.

The French Foreign Minister noted that it is vital that the Sri Lankan authorities’ commitment to ensure the voluntary return of all displaced persons is implemented immediately. He said the camps must now be permanently dismantled and the humanitarian organizations must be able to provide assistance and protection without any restriction to the displaced populations.

He also said that the the violations of international humanitarian law committed by all parties to the conflict must be subject to independent and impartial inquiries. Further efforts are required in order to ensure regular progress in the political process that will lead to national reconciliation.

“Several months after the end of the armed conflict, we are waiting for the Sri Lankan authorities to take resolute action to dispense justice to compensate the pain of all the victims of this conflict and to strive for truth, reconciliation and reconstruction in their country,” French Foreign Minister Bernard Kouchner added.

We should not allow these criminals to come down to Sri Lanka, as and when they wish! France has the history of exploiting and breaching human rights in Africa. So they should not bother about the plight of civilians in Sri Lanka. These are Old World Powers and they are not our neighbours and do not belong to the 'international community' as such. Deny this envoy's visa!

France should first show us whether they intend to respect human-rights by allowing French Muslim girls to wear their fully-covered religious dress, which was denied to them, under 'security' concerns! France can breach human-rights for their own 'security,' but requires Sri Lanka to maintain human-rights, disregarding the island's national security. What is this?

Koucher would have sent his envoy many months ago, by now atleast half of the IDP would have settled where they wish to live but even not late now. Government would not listen to any contry except China, India, Pakistan, Iran and Russia. So why envoy is wasting his time.

What ever you do you have limited powers to act on a soverign nation. Our leaders know how to take care of our citizens, send your envoy to USA and get help for the Cyclone victims. Govenment wont rush but will do it on our own terms and pace. Its only the Oppostion in Sri Lankan which is afraid of you.

Kugan, why are you silent about 100,000 killed by LTTE throughout Sri Lanka ?? That include innocent children, Pregnant mothers very old poeple, students and so on. Weren't they had human rights ?? Our army never had comminted war crimes. If so US should find those war crimes during last phase from the sattellite which was monitoring over the NFZ those days.

Dear Mr. Minister, Please also tell your human rights Ambassador to investigate how your Government has let members of the LTTE to collect funds in France and use that money to fund the terrorists to buy weapons in order to kill civilians in Sri Lanka.

Where were these people when tigers were exploding buses full of school children, chopping infants in front of their parents, bombs exploding all over Sri Lanka killing innocent civilians and destroying public properties? Why are they so worried about monsoon rains now and not before? I bet if govt had settled these IDPs soon after the war was over and if few of them accidentally got killed by buried mines,they would be the first to blame SL govt for settling them without due regard for their safety or they might even put the blame on SL armed forces and accuse them of burying the land mines and other explosives to kill Tamils.
