    normally, they have international driver license.

    They can't drive a Tuk Tuk with an international Driving license because an International driving license does not cover the Tuk Tuk.

    May be they got the driving licence in Bangkok or India..... the owner may have first checked for licence before renting out the 3 wheeler no?
