    Why these monks have not shaved their heads properly?? As it is any man with a short crop, can wear a saffron robe and pretent to be a buddhist monk.

    Reason for them not to cut the hair properly is to leave the robe any time. These are not monks, they just use the privileges to live a better life. No control in buddihist monks and becoming worst.
