The Finance and Mass Media Ministry has not disclosed the monthly fiscal operations of the Treasury since July 2017.
While controversial former Minister Ravi Karunanayake was holding the portfolio of Finance, the monthly fiscal operations were regularly released on the Finance Ministry website following a delay of approximately two months after each respective month.
The portfolio changed in late May, with Former Foreign Affairs Minister Mangala Samaraweera taking on the Finance portfolio, in addition to the Mass Media portfolio which is also entrusted with enforcing the Right to Information Act.
Eran Wickramaratne took on the State Finance Minister post.
Fiscal operations have been published only in May and July since then.
Under Regulation 20 of the Extraordinary Gazette No. 2004/66 which sets out the regulations pertaining to the Right to Information Act, government budgets, including actual income and expenditure, are required to be proactively disclosed by government authorities.
However, other publications, such as the Mid Year Fiscal Position and the Fiscal Management reports have been duly published.
