This Wickrama guy paid double the amount to Chinese for Hambantota Cricket Stadium. There was no Tender. It was over the counter for double the price. So one can expect the overspending to come for this Terminal as well.

my friend, Colombo is the 27th busiest ports in the WORLD and the main transhipment hub in the region. Indian economy is growing in double figures every year and most of those cargo going towards Europe, US and to Far-East would be transited via COLOMBO. Even today there is a higher demand which Colombo cannot supply. Do not always look at your country in a pessimistic point of view.
