Each situation should be seen independently however, they can have some common similarities. But, in case of SL, there is still a small chance that SL will be divided into North SL and Souh SL. This depends on the GOSL policy towards the minorities in SL. In my view, devolution of power to tamils will keep the country as one.

Mr. Ananda, here some of tips, Remove Sinhala Buddhist only person can be a president of Sri Lanka from constitution, provides jobs to the Tamils in the police and army and other administrative sectors in Sri Lanka as Sinhalese are prevailing (at least to the percentage), remove all unwanted military camps from the north and east to allow the civilian free movements, set up police stations with Tamil police officers in all rank (Note currently most of police station are with Sinhalese only), remove all weapons from all parties who are with government as did to LTTE, don’t arrest any people without a court order just because of he/she is Tamil, allow Tamils in Sri Lanka to move freely and buy properties and live freely ( Still there are places in Sri Lanka no minority person can buy a property), provide powers to provincial council and act as a central government. Etc........ look into LL committee report for more and how rebuilt the Sri Lanka.
