Never heard of the owner of a parked vehicle could be at fault!?!?!? Are the police on drugs?

I just realized that the police arrested the only person who was alive (parked lorry driver) whether or not he was at fault, as those in the moving vehicle couldn't be arrested.

Don't expect logic. Police are showing their amazing intelligence!
