Kossa, you have hit the nail on the head. Unless Police and the Justice System do not gear up and take prompt action against offenders the aggrieved parties are not going to wait till justice is meted out. This is a very good example of a father whose daughter had been raped was not in a mood to bear for donkeys ages to punish the culprit.
