The judiciary can look into the constitutionality of tax measures. If its unconstitutional it can be struck down

Who makes taxation decisions? Judiciary or the Government? What competencies, constitutional responsibilities and rights do they have for that?Can someone please clarify?Thanks

Even the FM cannot make arbitrary decisions to tax companies without first investigating.
