The Police Department is mulling over making amendments to the traffic law to add more spot fines in order to minimise the hassle caused to the people, especially commuters and drivers,  when appearing in courts for violating traffic rules, Police spokesman Ajith Rohana said.

“The police impose spot fines for violating only 36 road rules. We have observed that people have to waste their time when they have to go to a court to obtain an order as police ask them to appear in courts even for minor offences,” he said.

SSP Rohana said Traffic Police DIG is scheduled to discuss the matter on Monday with the relevant authorities.

He said using mobile phones while driving, driving without seat belts, driving without adhering to traffic lights and crossing the road without following road signs were considered minor offences that could be given spot fines. (Sanath Desmond and Lahiru Pothmulla)

Using cell phones while driving is a MINOR offense? REALLY? Using a cell phone while driving makes the driver LOSE concentration and his/her reflexes r slow in an emergency to slam the brakes, which could be a FATAL accident.. What is the price of LIFE ? if using the cell phone is a MINOR offense. ? In MOST western countries its BANNED and the fines r HIGH.. coz they VALUE human lives....

To minimize the hassle, for a traffic offense take down only the DL number and the address and issue the spot fine form and request the motorist to post the receipt to the relevant police station within a stipulated period. If not done then you can file action in courts. Imagine a driver getting copped at Killinochchi on the way back from Jaffna to Colombo in the night, and then having to go all the way back another day to Killinochchi to collect the DL.

What a great country Sri Lanka turns out to be? Using mobile phones while driving, driving without seat belts and above all, driving without adhering to traffic lights are considered to be serious driving offences in all developing countries where the driver will lose demerit points in addition to a fine, it also could lead to the suspension of the DL mainly to protect other innocent lives? Is Sri Lanka stepping Forward or Backwards?

Are these to be added to usual bribes?

    dan Saturday, 01 November 2014 06:57 AM

We should never consider using Mobile Phones while driving as a minor offence. That endangers the lives of others in no small measure like driving after consuming alcohol. Of course, there are many real minor traffic matters that could be given spot fines.
