Why do we need to keep this much of explosives inside a police station? Don't we have enough safety policies or procedures?

apparently the explosives were those used by construction workers to blast through rocks to build roads... the project requirement was that all explosives be stored in the police station for security reasons.. when a new truck load come today, it had blasted after some mishandling...

QUESTION ARISES WHO AUTHORISED TRANSPORT OF EXPLOSIVES IF THEY WERE NOT CLEARED FOR SAFETY & SECURITY. WHY DID THEY CHOOSE A POLICE STATION FOR SAFE PARKING AS CIVILIANS FREQUENT THE POLICE FOR LEGITIMATE PURPOSES. NOW HOW TO IDENTIFY EXPLOSIVE LADEN CONTAINER CARRIERS ON THE ROADS ? THESE,THE AUTHORITIES MUST GIVE IMMEDIATE ATTENTION TO.
