It speaks poorly of the law and order situation in the country if 50,000 were free to roam about with arrest warrants pending against them.
Who is to be blamed ? Politician, Police or the Magistrate/Judge?

Is it necessary to get a warrant for the police to arrest arrest a perpetrator of crime ?
Crimes are committed in villages. Is it necessary for the Local police to get the IGP's order to arrest these criminals.If so can't such power be delegated to an authoritative government officer like a Divisional Secretary at local level.
Will all these 50,000 be prosecuted or like this arrest information given to the public will the police inform the public the number that will be discharged without prosecuting.
If they are convicted will the judgement be executed for all
Will the public be informed the number of convicts pardoned under President's constitutional powers.

The biggest problem is indeed the legal system. They work effectively 5 hours per day. There are about 3 breaks of 1 to 2 hours. All staff in legal system think that they are 'kings'. Treat normal people like crap. The courts are like a prison. You cannot sneeze without getting scolded by some nasty looking juinior police officer who thinks he has the same power as the judge to put people in to the cage for contempt of courts. They will drag the most simple case for 5 years. So people go to the thugs (including politicians) to get their work done. Fast track the legal system in the country and then witness a huge improvement in the law and order.
