The ACD is another forum for talk, talk and no action. Since its formation in 2004, it has not been able to meet any concensus nor produce results for the members it represents. It has however become a jaunt for Ministers to lounge, gossip and drink vine while rarely does a Head of State attend as it is a waste of time.
