India has tried its best to ensure an "element of balance" in a US-sponsored resolution against Sri Lanka that it backed, Prime Minister Manmohan said in a letter to Lankan president Mahinda Rajapaksa in an apparent effort to mollify a possibly miffed neighbour.

However, Singh also underscored the need for achieving a lasting political settlement that will address the grievances of minority Tamil community, who were the target of much of the alleged human rights violations and war crimes by the Sri Lankan army.

"I had instructed our delegation to remain in close contact with its Sri Lanka counterparts in an attempt to find a positive way forward. Your Excellency would be aware that we spared no effort and were successful in introducing an element of balance in the language of the resolution," Singh said.

India was among 24 countries which voted in support of the US-sponsored resolution on Sri Lanka at the UN Human Rights Council (UNHRC) on Thursday however media reports said it had worked behind the scenes to tweak the document to make it "non-intrusive".

Sri Lanka on Saturday warned India of possible repercussions, saying “some countries” or groups might use the vote on Sri Lanka as a precedence to bring a similar resolution on India over the Kashmir dispute, China’s state-run news agency Xinhua reported

In the letter, which suggests that Rajapaksa had written to him three days before the vote, Singh noted that both countries had discussed the way ahead to a political solution that will address all outstanding issues, in particular the grievances of the Tamil community in Sri Lanka, in a spirit of understanding and mutual accommodation.

"It is our conviction that a meaningful devolution package, building upon the 13th Amendment, would lead towards a lasting political settlement on many of these issues and create conditions in which all citizens of Sri Lanka, irrespective of their ethnicity, can find justice, dignity, equality and self-respect," Singh said.

In his letter to the Sri Lankan President published by India’s Ministry of External Affairs, Singh said that he was happy to learn about the country’s intention to continue the process of implementing the recommendations of its domestic civil war inquiry commission LLRC.

He reiterated the progress made by the two countries, over the last three years, in the immediate tasks of relief and rehabilitation for those displaced by the conflict, as well as the more long-term effort of reconstruction of national infrastructure.

"Much important progress has been registered on this front and I wish to record my appreciation of the assistance your government has provided to various Indian agencies implementing projects of national significance on the ground in Sri Lanka," he said.

The Prime Minister also assured Rajapaksa that India will continue its engagement with the shared objective of building a stable, secure and prosperous environment in Sri Lanka for all the welfare of all communities and the strengthening of ties between the two countries. (IBNS)

Here is the full text of the letter:

"Thank you for your letter of March 19 regarding the ongoing session of the UN Human Rights Council and the introduction of a resolution therein on the post-conflict situation in Sri Lanka.

As Your Excellency is aware, the Government and the people of India have stood firmly by Sri Lanka in its struggle against terrorism. The end in May 2009 of a long and tragic conflict that had claimed numerous innocent lives, in Sri Lanka and in India, was something that we regarded as providing, at long last, an opportunity for genuine national reconciliation end for addressing the urgent needs of development and reconstruction of all citizens of Sri Lanka.

Our two governments have, over the last three years, engaged intensively in the immediate tasks of relief and rehabilitation for those displaced by the conflict, as well as the more long-term effort of reconstruction of national infrastructure. Much important progress has been registered on this front and I wish to record my appreciation of the assistance your Government has provided to various Indian agencies implementing projects of national significance on the ground in Sri Lanka. I was also happy to learn of Your Excellency's intention to continue the process of implementing the recommendations of the LLRC.

We have also had occasion in the past to discuss the way ahead with regard to a political solution that will address all outstanding issues, in particular the grievances of the Tamil community in Sri Lanka, in a spirit of understanding and mutual accommodation. It is our conviction that a meaningful devolution package, building upon the 13th Amendment, would lead towards a lasting political settlement on many of these issues and create conditions in which all citizens of Sri Lanka, irrespective of their ethnicity, can find justice, dignity, equality and self-respect. I would like to reiterate to Your Excellency my Government's commitment to continue to be of assistance in the achievement of this important objective.

With regard to the matter of the resolution in the UN Human Rights Council, I had instructed our delegation to remain in close contact with its Sri Lanka counterparts in an attempt to find a positive way forward. Your Excellency would be aware that we spared no effort and were successful in introducing an element of balance in the language of the resolution.

I wish to assure Your Excellency that, going forward, we will continue our engagement with the shared objective of building a stable, secure and prosperous environment in Sri Lanka in which all communities can flourish and in which India-Sri Lanka relations can continue to grow from strength to strength."

    "Therai., Tikak Kal Yai"

    lal Sunday, 25 March 2012 09:58 AM

Rather than vote for a US sponsored resolution Singh should have presented a resolution of his own. Singh must realise he cannot have it both ways. I see Singhs action non less than a back stab. Sri Lankans have long memories!!

    Kalana Sunday, 25 March 2012 10:06 AM

Not required any support for India, because of India only we still having these issues. They don't want to solve sri lankan issues. India never supported Sri Lanka. Manomoha, mind your own business.

    Mangala Sunday, 25 March 2012 10:35 AM

Im really waiting, some leader with spin will become leader of Sri Lanka and will say, "We will resolve provincial council, No political solution for special people. Erase 13 amendment. New act will pass as NO ONE ALLOW TO SPEAK ON DIVIDE COUNTRY" rest will take care from judiciary.

    Aruna Sunday, 25 March 2012 10:28 AM

Manmoohan is same as Vasu Who critizesd the 18th Amendment but he voted favour for it.

    Saskia Sunday, 25 March 2012 10:47 AM

SL should accept the devolution of powers to tamils in north & east. This is what India urges. If not, nobody can stop emerging Tamil Eelam. I prefer devolution of power.

    bribe Sunday, 25 March 2012 10:46 AM

This is reply to MR. Can Sri Lanka reveals what they write to Mr. Singh.

    Gena Sunday, 25 March 2012 11:33 AM

    Nodrog Sunday, 25 March 2012 11:41 AM

Bottom line is you let us down!

Imran Hussein Sunday, 25 March 2012 07:56 AM

I cannot understand your point. I dont see anything worng in Berjaya's comment. You dont understand that he is a neutral Malasian and an expat.

    jacoob Sunday, 25 March 2012 11:38 AM

It has been destined to materialise. The final offering was made on the 18th or 19th of May 2009 .. that sealed that destiny .. His Majesty ARE now smiling from the above ..

Sri Lankan Muslim Sunday, 25 March 2012 12:12 PM

Mr Singh, US resolution is about bringing the war criminals in to book . Your letter is about political solution which has no relevance to US resolution. So your reasoning is lame and futile. We dont think we have done any war crimes comparing to what US have done in Iraq and Afganistan.

Shaik Ahamath Sunday, 25 March 2012 12:15 PM

If Manmohan did not go along with US intentions, India might lose a UN vote on Kashmir to Pakistan. Do you really think India is lamenting all those drone attacks and the destruction of Pakistan in the guise of War on Terror? India also has shot themselves in the foot because their vote in Geneva has given some encouragement to Tamil Nadu to demand their own devolution no sooner their own Prabakaran emerges.

    nirmal Sunday, 25 March 2012 12:51 PM

Devolution package? Dr Singh you go to think hard because any devolution here for Tamils might wanted in Tamil Nadu next!! And we will dump 13 ammendments for sure.

    bandulasterb Sunday, 25 March 2012 04:36 PM

I totally agree with The PM of India. I hope and pray the SL govt changed its attitude towards the friendly countries and be open and fair to all its citizens instead of trying to cover up issues. In war anything can happen but the rulers should have good vocabulary and intelligence to handle those issues.

    Ikiboy Sunday, 25 March 2012 04:44 PM

manmohan asking forgiveness now...its too late.........if you want to hit China use some other weapons and not the US resolution......wotever said and done...China will be the giant in asia and not you...........

    Colin Monday, 26 March 2012 01:01 AM

This is typical of an Indian, they are all the same cannot be trusted and this is a huge example being the leader of a neighbouring country who stooped down to the West because to be seen as a powerful nation. Sorry India you just proved just the opposite and only countries like China are great and dont stoop to the west who are committing HR violations and no one checks on their behaviour.

    Nimal Monday, 26 March 2012 01:15 AM

What West wanted is not a Strong India. It wants it to break up and then West can buy each part (separate countries) like what happened to Yugoslavia. This may be the first step as there are ample evidence in the past to suggest whoever conspired with US were dumped after they were used.
The beneficiaries are US, LTTE, Karunanidi and Jayalalitha who will achieve Elam without much effort.

    Keerthi Monday, 26 March 2012 04:01 AM

Fully agree, They [US] have done this to SOVIET UNION also.
India will expierience this situation in time to come.

    Vas Sunday, 25 March 2012 06:38 AM

Sri Lanka has been playing the Chinese against Indians & vice versa. Now it backfires when a big player like US enters the Game.

First of all the Rajapakse Gvt should genuinely work with the Tamils. That is better than blaming the rest of the world!!!

Sinhala Baudda Saturday, 24 March 2012 05:22 PM

Dear Mr Manmohan , you changed the vote pattern in Geneva meeting and did the biggest damage to our reputation. We have identified true friends. Sri Lanka is India' dumping ground of low quality drugs. Pakistan and Bangladesh drugs are superior to Indian drugs. My dear Sri Lankans please think about this when you buy your drugs next time.

    limatc Saturday, 24 March 2012 05:32 PM

what monmohan is doingis icing on the cake , damage done , no use postmortem , patient dead , what is the use now , after killing why you say sorry , shud say sorry before killing , no worries , every dog has its day manmohan ,

    Berjaya Saturday, 24 March 2012 05:30 PM

I just cannot believe how negative everyone is being about Sri Lanka. As an expatriate I have witnessed a lot of development occurring in Sri Lanka, and I see equal opportunities been given to everyone despite their creed, color, age, gender etc. In the modern world everything depends on competence and knowledge, those who posses these can reach the sky. Those who are trying to create disturbances in a country that is trying to get up from the thrashing it has had over the past 3 decades should be ashamed of themselves. Sri Lanka is a beautiful paradise, rich of resources and natural beauty. It's such a pity to see that those who have the privilege to be its citizens cannot appreciate it. Before wishing for world peace, try and get along with your brothers, sisters, friends and neighbors.

Ane Anichan Sunday, 25 March 2012 05:54 AM

    shan Sunday, 25 March 2012 05:56 AM

    Musthafa Sunday, 25 March 2012 05:52 AM

VERY SORRY ABOUT INDIAN PRIME MINISTER!!!! NOT A GOOD INDICATION FOR A DIPLOMATE

    manike Sunday, 25 March 2012 06:14 AM

Mr. Manmohan don't waste everybody's time writing letters. We know now who are real friends are and what your intentions was when you voted against Sri Lanka at Geneva.

Bhathiya Waduge Saturday, 24 March 2012 05:29 PM

    First feed your own people.

    Lanka Sunday, 25 March 2012 06:45 AM

Why don't anyone protest against India and their products??

    maacapas Sunday, 25 March 2012 06:52 AM

It was only thanks to India that at least an unbinding resolution was passed at the UNHRC. Near-sighted frogs dwelling in a small pond are quick to make narrow minded comments about India.

Imran Hussein Sunday, 25 March 2012 07:21 AM

and import those products from the moon?

    Sampath P Sunday, 25 March 2012 07:26 AM

Dear (Whether this could be used is a question) Mr.Singh thanks for the backstab at Geneva. You call yourself big brother but we can see who the real enemy is! Your Mr.Karunanidhi is still dreaming of eelam. Why cant he have his eelam in his Tamil Nadu instead of trying to break up this country for their own selfish interests. Ms.Jayalalitha all your love for the Tamils what about the Indians encroaching on Sri Lankan waters for fish what happens to the so-called love for the northern tamils????

    Nusry Sunday, 25 March 2012 07:20 AM

    Mr. Manimohan.
    "Therai Kal Yai."

Selamat Petang Sunday, 25 March 2012 07:40 AM

    Kawan Berjaya,
Please tell that story about competence and knowledge to your leaders in Moo-laysia. Please dont come and preach when you have NO clue as to what is happening other than in your social circle of expatriate la-di-da's. Sri Lanka is a repeat performance of Moo-laysia.

Mohammed Hiraz Sunday, 25 March 2012 07:57 AM

We will not cray for this so don't worry about srilankan current situation Mr. India PM

    YaYa Sunday, 25 March 2012 08:04 AM
