The Motor Traffic Department said today it was mandatory for vehicle drivers to carry the eco certificate which was a must for vehicle registration.

According to the new law a driver should submit the eco certificate when officials inspect the vehicle for emission.

However vehicles that fall into the categories of land vehicles (Tractors, land masters…etc.), vehicles that imported before 1975 and hybrid vehicles are not required to obtain an eco certificate.

Department Commissioner H.S. Harishchandra said department officials have been tasked to examine emission in vehicles.

Meanwhile the Department with the cooperation of the Central Environmental Authority, the Environmental Ministry and the Measurement Units and Standard and Services Department had deployed teams to investigate Eco Testing Centres.

The Commissioner said his Department would organise workshops to educate garage employees how to reduce emission when repairing a vehicle and added that full time courses in Germen Tech and other Technical Institutions would be organised by the Department to train garage employees.

He said the Department would provide funds for the courses.

The Commissioner said the irregularities that occurred when issuing eco certificate had been reduced today.(CP& LSP)

    kumar Monday, 01 July 2013 01:52 PM

It is just a way of making extra income to the traffic police.

    master Monday, 01 July 2013 12:25 PM

Smoke test document valid for 6 months only, which means you need to obtain it twice a year which makes more income to companies.

    Gaz Monday, 01 July 2013 11:07 AM

Midnight hawk is as clueless as the dumbos at Dept of Motor traffic. How on earth can you get you revenue licence validated without the emission test.. instead they should catch vehicles on the spot whos emission levels are high.. we see culprits everyday on the road and cops turn a blind eye...

    FAZEL Monday, 01 July 2013 08:33 AM

what about fitness for govt. vehicles. no busses or dept lorries carry smoke cert. and cops does not stop and check.

    Sanath R Monday, 01 July 2013 07:09 AM

The most violators are the state owned vehicles, including those jeeps and pick-ups used by the police. Are those exempted from the law? If so, what is the sole purpose of having such a law??

    John Monday, 01 July 2013 04:37 AM

Meanwhile, bellching of smoke off especially State & Forces vehicles as seen during a drive from Colombo to upcountry, just goes on....

    Commuter Monday, 01 July 2013 04:36 AM

Because persons have been known to obtain the revenue licence without a Test!!! After all this is the Miracle of Asia!!!

    raj Sunday, 30 June 2013 04:39 PM

What about the Hybrid vehicles which don't need the emission testing. does police know about this?

    Observer Sunday, 30 June 2013 03:35 PM

Good question and this applies to everything else in Sri Lanka! NO COMMON SENSE.....period!

    Saradial Sunday, 30 June 2013 02:16 PM

Stupid move. you can't obtain Vehicle Revenue Certificate. Then if some one has obtain Vehicle Revenue Certificate its obvious vehicle has pass the emission test. Then why need emission test certification. Authorities can't think even this simple logic.

    crick Sunday, 30 June 2013 01:45 PM

whats the point? will carriyng the certificate reduce smoke emission? And what about CTB buses?

    Saradial Sunday, 30 June 2013 08:40 AM

Simple Police official get more chance for fine you

Pissu Yaka Sunday, 30 June 2013 06:31 AM

"According to the new law a driver should submit the eco certificate when officials inspect the vehicle for emission."

Traffic cops make more money Got gets their vote everyone is happy!!

    yapa Sunday, 30 June 2013 12:13 AM

Useless decision, check the annual registration. I will not show any one to inspect my documents in the car while on the road except the police.

    KD Sunday, 30 June 2013 12:04 AM

The headline should read 'traffic cops get an income bonus'. Even the newest engine will smoke if you use sub standard fuel. Morons should first fix the cause!

    Gemba Saturday, 29 June 2013 09:34 PM

If there is a current years registration on the vehicle, then why the need to carry an ' eco certificate' , without which one cannot get the registration in the first place. Unnecessary red tape. In all other countries a smog certification is essential for the yearly tags (registration), once the smog test is done, tags are issued. No one carries the smog certificate with them.

    C.conerned Saturday, 29 June 2013 06:14 PM

SO thats great, How about the Red buses, which emit more smoke than power station, and drivers? not drive thats an insult to drivers, How about putting the laws for ALL.?

    meenavn Saturday, 29 June 2013 05:37 PM

    Additional bonus to Traffic personals....

    Dinesh Saturday, 29 June 2013 04:30 PM

For a few hundred bucks you can get eco green certificate.....

    RohanS Saturday, 29 June 2013 03:59 PM

What a lopsided ides...This should be enforced on all 'Belching" Govt Vehicles and not private owned vehicles.....

    curious Saturday, 29 June 2013 03:58 PM

Sri Lankans law does not stick for very long and not for everyone.

    Sachitha Saturday, 29 June 2013 03:55 PM

Why these authorities are so dumb in SL ? Eco test is used for registration , then why do you need that in ur car , when you have the registration ?

    Amschel Saturday, 29 June 2013 03:03 PM

The red colour of the SLTB buses cannot be seen due to the black smoke they are blowing out. But despite that they are not required to get an eco certificate. All government vehicles should be included as well. One country- one law.

be fair Saturday, 29 June 2013 02:42 PM

    what a smoking idea.......

    prem Saturday, 29 June 2013 02:40 PM

new way of earning for the department staff, very good

    Thameem Saturday, 29 June 2013 02:37 PM

Please anybody tell me, if Emission Test Certificate is compulsory for getting Vehicle Revenue Certificate, what is purpose of compelling the drivers to carry EST during their journey ? How the Traffic Police Officers inspect the vehicle for emission in the road?
