The original planning for the media centre, done In 2003 under the direction of Prime Minister Ranil Wickremesinghe called for a permanent structure under a DG, that will become part of the government's media policy, transparent and without politicization of the institution. That unfortunately didn't happen. The permanent structure as envisaged by the original plan didn't limit the activities to a "time of war".
