‘Green Channel’ to reduce Customs clearance procedure

The Customs Department has introduced a new import declaration procedure to expedite the clearance of import cargo, Customs spokesman Leslie Gamini said today.

The new procedure will require importers to bring their documents to a single clearance officer after certify them in their office.  The new procedure will reduce the turn-around time by some six hours.

“The new procedure called the ‘Green Channel’ system was tested with the help of three importers for the first time today. Gradually the number of importers accessing this new procedure will be increased,” Mr. Gamini said.

He said this procedure was in use at the long room of the importers division of the sea cargo clearance section in the Customs head office. (Chaturanga Pradeep - DM Online)

    This was a much needed clearance procedure to reduce clearance times and improve trade. Usually only companies with a good history can use the green channel. Don't think it'll open up avenues for more fraud, rather it'll reduce red tape for companies who have a proven track record. However, key will be to use it with discipline.

    They bring in laws and then change it within 24 Hrs. Each cargo has to through Red Channel and each time it goes they get 4K to SLC. Even if the item does not hv any duty that needs to be inspected by Red Channel. What a way to earn.

    Each day they create new Tariff structure with new HS Codes for items that did not hv VAT are now brought under VAT.

    With all these how can they have Green Channel ?

    Move looks good, but the reality is they with help of the so called clearing people make more complex to importers. Genuine people suffers and people who used to it knows the ways and means of doing things in Sri Lanka customs.
