    This bill when it becomes law will take away some of the functions previously handed over to the Provincial Councils. It is a means of centralizing and bringing under the central government some of the decentralized functions. What is bad about is the secrecy clause and taking away the right of the auditor general to investigate these activities. That alone should be clear to the people of this country where we will be heading. All these additional powers will be vested with the Economic Development Ministry.

    I think government should take back the devolved powers to PCS because they remeber that they have such powers only when the Supreme Court says those powers are theirs and their approvals are required. Powers that the Central Government can use better should not be devolved to Provincial Councils.

    The whole intention of this indecent rush to pass the so called "Divi Neguma" Bill as an urgent one is to ensure that all assets of the country are kept in the hands of the ruling family to do as they please. This is yet another disaster just like the 18th Amendment but will definitely be passed with the steamroller majority of the government with "Pabas" and Babas raising both hands. Once passed, it should better be known as "Divi Nasana Bill"

    Has the Government got consent from all provincial councils for this Bill?. Specially has it got consent from Northern Province? If Govt has only got the view of Governor of the Northern Province and feels it is sufficient why same procedure not followed for other provincial councils (I mean just get consent from Governors)? Is this also one reason why government did not hold Northern Province elections? This bill is like one having invited guests to eat cake and eating it himself (as someone has already mentioned it).

    Time will show who will benefit from this bill....the people or the Clan? My bets are on the latter otherwise why the indecent haste to push it through?
