It is now obvious that these defeats are engineered by the deputy chairmen with the aim of becoming the chairmen when the sitting chairman is unseated due to budget defeat as per the rules. So much for loyalty to the party and the much harped on patriotism.

Does budgets have any significance in running Sri Lanka?

Most Pradeshiya Sabha chairmen are corrupt to the core. They collect a lot of money from land dealers for passing their bocking out plans building plans etc. Just observe how rich they have become after being Chairmen. So other members are jealous of them and that's why they gang-up and vote against them. But they are no saints either.

If not a secret ballot, what you would have threatened the members to obtain the vote required? That is the game been played currently in open in our country.
