Many years ago, the host country provided the Umpires for International Cricket matches. Now we have international umpires for obvious reasons. So it is very logical to have international judges for a war crimes tribunal.

The outcome or the findings must be taken into confidence by all those affected by and involved in the civil war. I believe this can only be achieved by having international judges leading in the investigation. Otherwise you will find it will be waste of time.
