Many years ago I was working in a oil rich Mid East country. A local on a pickup slammed in a parked dump truck and the pickup was a heap of junk metal and plastic. The driver of the dump truck was a foreigner and he as deported. The reason given was the had the foreigner not been in the locals country, the local would not have been killed.
