Awarding the people who help them to get the business. Isn't it kind of a bribery too?

As far a i know, Dr. Kodituwakku has been completely above board and without any controversy. The same way that Sri Lankan ambassadors make deals for the benefit of the country, (unlike jaliya and udayanga who are being investigated at present) so do ambassadors of other nations in whichever country they serve. Do you think the port city or Hambantota Harbour or even Mattala would have come about without the work done by the Chinese ambassador to Sri Lanka on behalf of his government? Ambassadors are supposed to make deals with the respective countries that they serve in for the betterment of their nation.
